DC Court of Appeals Expands Public Access with New 360° Virtual Courthouse Experience and Animated Educational Video

The District of Columbia Court of Appeals today announced major advancements in its public-access initiatives, unveiling a 360-degree virtual interactive courthouse tour and a new animated educational video designed to demystify the appellate process for residents of the District. These tools highlight the Court's accelerated modernization efforts, which have transformed operations more in the last four years than in the previous century.

Located in one of Washington's most historic judicial buildings, the Court has long served as the city's highest tribunal and a guardian of democratic principles. As part of its evolving digital ecosystem, the Court has introduced an online portal-accessible by smartphone or computer-that now features an interactive 360° map of the courthouse along with essential filing links and public resources.

Chief Judge Anna Blackburne-Rigsby emphasized the importance of these new tools in enhancing the public's experience with the judicial system.

"The D.C. Court of Appeals has experienced more transformation in the past six years than in the last hundred, and every part of that evolution is focused on making justice more accessible," said Chief Judge Blackburne-Rigsby. "Our 360° virtual tour lets residents explore our courthouse before they ever arrive, helping remove uncertainty and making the entire experience more welcoming."

Designed for first-time visitors, educators, community partners, and litigants, the interactive 360° tour gives users the ability to navigate key areas of the courthouse, view informational hotspots, and learn about the building's history and functions. This feature also advances accessibility for those who may have mobility challenges or prefer remote orientation before in-person visits.

Complementing the virtual experience is the Court's new animated explainer video, which illustrates each stage of the appellate process-from filing a Notice of Appeal to the issuance of a final decision. The video is aimed at simplifying a process that many residents find intimidating.

"The appellate process can feel overwhelming if you've never been through it," Chief Judge Blackburne-Rigsby noted. "Our animated video breaks down each step in an engaging, easy-to-understand format that empowers the public and supports self-represented litigants."

These digital tools align with the Court's ongoing innovation efforts, including the establishment of the Artificial Intelligence Task Force, which examines best practices for ethical, transparent, and responsible integration of AI into judicial operations. The task force studies disclosure requirements, accuracy standards, and the future role of AI-generated materials in filings and proceedings.

"Innovation is not optional-it's essential to ensuring fairness and accessibility," Chief Judge Blackburne-Rigsby added. "Whether through a virtual tour, an animated guide, or enhanced digital filing systems, we are committed to serving the people of the District with clarity, compassion, and modern tools that meet today's needs."
