Poland, Hungary and Slovakia are maintaining their national bans on imports of agricultural produce from Ukraine even though the new EU-Ukraine trade deal has entered into force and these measures are contrary to the principles of the single market and the common commercial policy, over which the European Union has sole authority.
Although the Commission has said it is not ruling out legal action, it is not clear how it intends to reconcile the application of single market rules with the need to protect the vulnerable agricultural sectors of certain Member States and, at the same time, maintain solidarity with Ukraine.
Concerns over the imbalanced impact of trade flows on Member States neighbouring Ukraine are persisting as logistical infrastructure and storage capacity are limited, which is amplifying internal tensions and the pressure on local farmers.
