EU statement

Mr. President,

The EU welcomes today's dialogue that advances the work of this Council on economic, social and cultural rights.

Our Member States lead on a number of resolutions in this area, including the omnibus resolution on the question of the realization in all countries of economic, social and cultural rights, adopted by consensus, which this year focussed on Financing for Development. Other resolutions are on key issues such as safe drinking water and sanitation, education, health, adequate housing, extreme poverty and the protection of cultural heritage.

The EU reiterates the importance of a human rights-based approach in addressing inequalities. This means placing the individual as the central subject of human rights, recognizing every person as a rights-holder, and States as duty-bearers. The principle of universality, and the indivisibility, interrelatedness and interdependence of all human rights must guide our efforts. It is not about the needs of States, but about their responsibility to respect, protect and fulfil the rights of individuals, especially those in vulnerable or marginalized situations.

A human rights-based approach promotes design and implementation of social and economic policies in ways that advance accountability, as well as the enjoyment of human rights by all. As the report points out, building inclusive human rights economies facilitates a just transition.

Lastly, we commend the Office for its work in this field and encourage the High Commissioner to continue his work. We are following with interest the launch of the Knowledge Hub on ESCRs.
