Approved $100K Application Fee for Projects Seeking CEQA Judicial Streamlining

LCI established a $100,000 application fee for projects applying for judicial streamlining (SB 7 and SB 149) benefits under the California Environmental Quality Act. Infill housing projects applying for judicial streamlining are exempt from paying the fee. The program begins collecting the fee for applications submitted on or after July 1, 2026.

The Office of Administrative Law approved LCI's proposed rulemakings on April 8, 2026. The proposed application fee is based on the personnel cost of the program divided by a projected number of applications and allows LCI to recoup a portion of its implementation costs.

This program accelerates critical infrastructure projects by providing a more predictable and efficient CEQA litigation timeline, all while maintaining robust environmental review and community engagement.
