Largest ASEAN Defence Ministers’ Meeting (ADMM)-Plus Exercise in a Decade with the Participation of 2,200 Personnel from 19 Countries

About 2,200 personnel from the militaries of all 19 ASEAN Defence Ministers' Meeting (ADMM)-Plus countries^[1] and civilian agencies^[2] are participating in Exercise Trident Resolve (XTR), held in Banten, Indonesia from 20 to 26 September 2026. XTR is the first ADMM-Plus Combined Field Training Exercise (FTX) involving three Experts' Working Groups (EWGs) - Cyber Security (CS), Humanitarian Assistance and Disaster Relief (HADR) and Military Medicine (MM), and the largest ADMM-Plus exercise in a decade by personnel participation.

Conducted across seven distributed sites and at sea, XTR will exercise participating militaries' and civilian agencies' coordination and response to a large-scale disaster, through activities spanning search and rescue; medical evacuation and treatment; chemical, biological and radiological response; and infrastructure repair. As part of XTR's maritime component, Indonesia's hospital ship KRI dr. Soeharso and Singapore's Landing Ship Tank RSS Endeavour with surgical capabilities onboard a Rapidly Deployable Maritime Container will complement shore-based medical facilities and expand the range of medical facilities to treat simulated casualties. XTR also marks the first FTX of the ADMM-Plus EWG on Cyber Security, with cybersecurity activities focused on protecting information systems and information integrity against disruption or compromise during the multinational disaster response.

As part of XTR's activities, participating militaries and civilian agencies will also support local communities in Banten through selected medical, public health and infrastructure activities, led by Indonesian authorities and local partners.

On 22 September, ASEAN Defence Senior Officials' Meeting (ADSOM) Leaders and senior defence officials from participating countries visited XTR and observed the exercise activities. Lieutenant General Rui F.G.P. Duarte, Inspector General of the Ministry of Defence of the Republic of Indonesia, said, "Exercise Trident Resolve represents an important milestone in practical cooperation between the ASEAN and Plus countries, under the ADMM-Plus framework. Beyond its operational objectives, this exercise also strengthens trust and friendship amongst participating countries."

XTR is hosted by Indonesia and jointly organised by the co-chairs of the three ADMM-Plus EWGs: Australia and Cambodia for CS, Singapore and New Zealand for HADR, and Indonesia and the United States for MM. Established in 2010, the ADMM-Plus remains the region's principal platform for practical defence cooperation among its member countries.
