Defence Minister Pirro Vengu, accompanied by the Mayor of Elbasan, Gledian Llatja, inspected the facilities of the Civil Emergencies Battalion unit in Mengël, Elbasan. The unit is one of the dual-use bases being strengthened as part of the national security and disaster-response network.
During the inspection, Minister Vengu emphasized that Mengël is an integral part of the network of bases being developed to become increasingly functional, with enhanced human and logistical capacities, while simultaneously meeting both military and civil emergency requirements. According to him, this approach not only strengthens combat capabilities but also provides tangible support to communities in times of emergency.
The Minister underlined that, through intensive recruitment efforts and investments in infrastructure, formerly underutilized units are being revitalized and transformed into key support hubs for emergency management, delivering direct benefits to surrounding municipalities and regions. He noted that Mengël personnel have been deployed nationwide, including during the most recent floods, and will continue to remain on the front line of emergency response.
Particular attention was given to the completion of supporting infrastructure and the equipping of the unit with new vehicles, expected to arrive during the spring. These assets will strengthen the base's operational fleet through the defence industry. Due to its strategic location along Corridor VIII, Mengël has been designated a priority investment base, serving as a security and logistics corridor, as well as a host capacity for NATO forces during deployments and joint exercises.
During his meeting with the personnel, the Defence Minister expressed appreciation for their commitment to missions that often go beyond traditional military duties, particularly in responding to civil emergencies. He reaffirmed the Ministry of Defence's commitment to improving living and working conditions at the unit, including accommodation, nutrition, and equipment, identifying Mengël as an investment priority for the coming year.
Minister Vengu also commended the cooperation with the Municipality of Elbasan, stressing that coordination between the Armed Forces and local government is essential for sustainable development and for ensuring an effective response to emergency situations.
