Statement on the International Human Rights Day delivered by Ms. Lilit Grigoryan, Deputy Head of Mission at the 1545th meeting of the OSCE Permanent Council

11 December, 2025

Mr. Chair,

On International Human Rights Day Armenia reaffirms its steadfast commitment to the Universal Declaration of Human Rights.

Seventy-seven years after the adoption of the Universal Declaration, its vision remains profoundly relevant. Yet across the OSCE region, we continue to witness restrictions on fundamental freedoms, discrimination and intolerance, shrinking civic space. These challenges remind us that respect for human rights, democracy, and the rule of law is essential not only to individual dignity but also to lasting peace and stability.

Today, we stand in solidarity with human rights defenders, journalists, and civil society actors who promote these values, often at great personal risk. Their contributions strengthen our societies and advance the commitments we have all undertaken.

On the International Human Rights Day the Ministry of Foreign Affairs of Armenia in its commentary stated and I quote " On Human Rights Day we celebrate Armenia's progress in advancing democratic agenda and human rights reforms. We renew our commitment to implementation of Human Rights treaties by modernizing laws, policies & practices, building digital monitoring tools, strengthening partnerships"

Mr. Chair,

We also recall the enduring relevance of the Helsinki Final Act which made clear that lasting security and respect for human rights are inseparable, and its vision continues to remain the foundation of the OSCE's acquis.

On this day, let us renew our commitment that every human being, regardless of their identity, race, gender, religion or belief should be truly free and absolutely equal in dignity and rights.

Thank you.
