Spain publishes first voluntary report on compliance with international humanitarian law

In line with Spain's firm commitment to defending international humanitarian law (IHL), Spain has published its first voluntary report on compliance with IHL.

The report provides an overview of the implementation of IHL in Spain, through an analysis of the regulatory framework, policies and strategies implemented since the approval of Spain's Humanitarian Diplomacy Strategy 2023-26. The voluntary reporting framework helps to assess national practices and identify key challenges. It also encourages exchange between States on best practices and measures needed to improve compliance with IHL.

In a context of increasing armed conflicts, respect for IHL and the implementation of its rules will remain a priority for Spain. Violations of IHL have unacceptable humanitarian consequ​ences. Therefore, promoting respect for it in all contexts is essential. It is the shield that protects all victims, especially the civilian population, in armed conflicts. Respecting it and ensuring its compliance is not only a legal duty, but also an expression of our values as a society.
