Adaptive Governance and AI Oversight: Experts Presented Key Features of Draft Model Law of IPA CIS on Strategic Planning.

On 12 March 2026, a meeting of the Expert Council on Economics under the IPA CIS was held under the leadership of SPbSEU Rector Igor Maksimtsev. Professor Elena Yakovleva presented the final stage of the draft model law "On Strategic Planning." She emphasized that the document is comparable to international counterparts (China, India, the USA, the EU) and is unique in establishing a methodology for adaptive governance with anthropocentric control over artificial intelligence, a closed feedback loop, and flexibility for adaptation to national legal systems. The Chief Advisor to the State Duma Committee on State Building and Legislation Alexey Filimonov, served as co-speaker.

Associate Professor Alexander Alekseenko introduced the revised draft law "On Electronic Signature," which was highly praised by experts. Alexander Dolgov, partner at VERBA LEGAL and head of infrastructure and PPP practice, reported the completion of the draft law "On Platform Employment," aimed at harmonizing regulation in response to the growth of the platform economy and labor mobility.

Elena Mokhova discussed the draft law "On Cross-Border Insolvency and Bankruptcy," developed using best international practices. Timur Ismailov and Zhanbolat Kakishev addressed energy transition and investment in decarbonization.

Regina Khairullina presented initiatives to develop a unified methodology for calculating the minimum consumer budget. Roman Levin outlined new proposals for model legislation. The Council proposed drafting a law "On Ownerless Property" and updating investor protection provisions.
The next meeting is scheduled for October-November 2026.
