ARTEMISA may sound like a name from Greek mythology, but this new SESAR JU project is focused firmly on the future of air traffic management - developing the foundations for a more flexible, service-oriented approach to delivering air traffic services across Europe.
ARTEMISA - Advancing platforms for en-Route and TMA to support increased autoMation, Interoperability and SustAinability - is one of 49 projects launched under the second wave of research and innovation of the Digital European Sky programme. The project will develop a new generation of air traffic service (ATS) platforms for en-route and terminal area operations, supporting the transition towards a new service delivery model.
With a total budget of EUR 39.28 million, the 36-month project will explore how ATM capabilities can be delivered through more flexible, modular and interoperable architectures. ARTEMISA is supported by the SESAR JU and co-funded by the European Union within the framework of Horizon Europe.
The transition towards a service-oriented model is a cornerstone of the future Digital European Sky, as outlined in the European ATM Master Plan. It is also one of the Master Plan's strategic deployment objectives: Strategic Deployment Objective 8 - Service-oriented delivery model, which sets the direction for the transition towards a data-driven, cloud-based and service-oriented architecture for Europe's ATM system.
The move represents a shift away from relying on individual, monolithic systems towards an architecture in which ATM capabilities can increasingly be developed and provided as services. This can give air navigation service providers greater flexibility to introduce new capabilities, integrate different technologies and adapt services to their operational needs, while strengthening interoperability, scalability and resilience across the European ATM network.
ARTEMISA will advance digitalisation and automation in both en-route and terminal area operations, including work towards higher levels of automation. It will also strengthen cybersecurity and information exchange, while developing a modular architecture that can support the integration of different platforms and technologies.
The project is coordinated by Indra and brings together eight air navigation service providers participating in the iTEC Collaboration. Their involvement provides an operational environment in which to develop and test the service-oriented approach.
ARTEMISA started in September 2026 and will run for 36 months.
