JEFFERSON CITY, MO, MARCH 26, 2026 - The Missouri Department of Natural Resources invites the public to review and offer written comments on a draft hazardous waste permit for The Doe Run Buick Resource Recycling Facility until May 11, 2026.
The department will hold a public meeting and public hearing about the draft permit Thursday, April 23, 2026, at the Quad County Fire Department, 80 Highway 49 South, Viburnum. The public meeting will begin at 6 p.m. This is an opportunity for the public to ask questions, share information and discuss issues with facility and program staff.
The public hearing will follow the public meeting, beginning at 7 p.m. At the hearing, the public can have their comments about the draft permit entered into the official record. The department will not answer questions at the hearing, but will provide responses in writing, along with any written comments submitted during the public comment period.
Written comments and oral public hearing testimony are treated with equal consideration. After a thorough technical review of the permit application, the department prepared a draft permit for the Doe Run facility. The draft permit proposes to allow Doe Run to store hazardous waste in container storage areas and containment buildings, treat hazardous waste in miscellaneous treatment units, and dispose treated hazardous waste in an onsite landfill. This permit requires corrective action for soil and groundwater, including groundwater monitoring and implementing a facility-wide corrective action program to address known releases to the environment from Solid Waste Management Units and Areas of Concern.
EPA decided not to prepare a Part II Permit, because EPA has no site-specific conditions for the facility beyond those contained in the draft permit, and Missouri is fully authorized for all permitting, post-closure, and cleanup activities at the facility. According to 40 C.F.R. § 270.51(d), the existing Part II Permit will remain in effect until the department's Waste Management Program issues a new permit.
The draft permit and a fact sheet are available online at dnr.mo.gov/waste-recycling/what-were-doing/public-notices. Some supporting documents are not available online due to their file size. The public can review and copy the documents listed above and other supporting documents at the Ozark Regional Library's Viburnum Branch, 1 Missouri Ave. in Viburnum, during their normal business hours, or at the department's Elm Street Conference Center, 1730 E. Comments on the draft permit are most effective if they point out legal or technical issues or provide information not in the record.
