Cozen O’Connor Further Expands its Global Tax and Israel Practices, Adding International Tax Attorney Oz Halabi

NEW YORK, November 17, 2025 - Cozen O'Connor today announced renowned international taxation attorney Oz Halabi - who has structured and handled cross-border and Israel-related transactions and tax planning issues for clients in the technology, life sciences, and financial sectors - has joined its Tax and Israel practices. Halabi, who joins as a member and will work out of Cozen O'Connor's New York City office, comes to the firm from Pearl Cohen Zedek Latzer Barat and was previously with Skadden, Arps, Slate, Meagher & Flom LLP.

In addition to being a member of the firm's Tax practice, Halabi will co-chair the newly formed Israel Practice with Strategic Growth Partner Samuel E. Feigin. Halabi will collaborate with colleagues in the tax, corporate, and other Business Law practices to provide strategic advice for clients with cross-border interests. He will also help Feigin build and expand the Israel Practice through which Cozen O'Connor serves as U.S. counsel to Israel-related clients by acting as outside counsel. Cozen O'Connor supports its Israel-related clients on corporate structurings, commercial transactions, M&A, public offerings, disputes, a wide array of regulatory issues, including CFIUS, export control, and FOCI mitigation, and government contracting.

Halabi's focus on international tax issues began early in his career. As a section manager with the Israel Tax Authority from 2002 to 2010, he negotiated tax treaties with many of the world's leading economies, including the United States, the United Kingdom, Germany, Denmark, Belgium, and Austria. Since 2023, he has served as a special state officer on the New Jersey-Israel Commission, created in 1989 to foster economic, cultural, and educational ties between New Jersey and Israel. Halabi has also lectured extensively at universities Israel and the United States.

Halabi earned his S.J.D. and LL.M. in international tax at the University of Michigan Law School; an LL.B. in law at Ono Academic College; an M.A. in legal studies for graduates in accounting, business administration, and economics at Bar-llan University; and a B.B. in accounting at the College of Management.
