Request for Proposals:
REPLACEMENT AND INSTALLATION OF THE COUNTY'S ELECTRONIC ACCESS CONTROL SYSTEM
Cass County, North Dakota, is soliciting proposals from qualified vendors for the replacement and installation of the county's electronic access control system.Sealed proposals will be received until 3:00 p.m. Central Time Zone, Wednesday, October 14, 2026, at which time they will be opened and publicly read in the Commission Room of the Cass County Courthouse located at 211 9th Street South in Fargo. Four printed copies, one electronic copy, and one signed original of the proposal are required and shall be submitted to the Cass County Finance Office at 211 9th Street South in Fargo.

The sealed package must be labeled with the respondent's name, address, and contact person. Telegraphic or facsimile offers and modifications will not be considered without express prior written authorization.
Each bid must be accompanied by a separate envelope containing the contractor's license and bid security. The bid security must be in a sum equal to five percent of the full amount of the bid and must be in the form of a bidder's bond. A bidder's bond must be executed by the bidder as principal and by a surety, conditioned that if the principal's bid is accepted and the contract awarded to the principal, the principal, within ten days after notice of the award, shall execute a contract in accordance with the terms of the bid and the bid bond and any condition of the Cass County Commission. Bidders must hold a North Dakota Contractor's License and any other license as required by law. No bid may be read or considered if the bid does not fully comply with the requirements of NDCC 48-01.02-05 and that any deficient bid submitted must be resealed and returned to the bidder immediately. Cass County reserves the right to reject any and all bids and rebid the project until a satisfactory bid is received.
