Rowan to Invest $38 Million in Temple Water Infrastructure and Sammons Community Center

The company is providing a significant contribution to the City's South Temple Water Infrastructure Capital Program, the Aquifer Storage and Recovery Program, and funding for a new Community Center

TEMPLE, Texas - Sept. 17, 2026 - Rowan Digital Infrastructure today announced a landmark $38 million investment in the City of Temple's public infrastructure, with $13M of the investment being a Cooperative Endeavor Contribution, the largest community investment in the company's history.

Rowan's investment will support the City's South Temple Water Infrastructure Capital Program ($25M), the City's Aquifer Storage and Recovery Program ($10M) and the future Sammons Community Center ($3M). The contribution will be put to a vote of the Temple City Council on Sept. 17, 2026.

The South Temple Water Infrastructure Capital Program is a cornerstone of the City's long-term water master plan, and Rowan is making one of the largest private investments in that effort - portions of which are required to provide water and wastewater service to Rowan's data center projects. While Rowan's operations will be equivalent to less than 0.5% of Temple's current water use, the company is helping deliver significant new water capacity and infrastructure improvements that will also benefit the entire community for decades to come.

Additionally, Temple is investing in a proven approach to water security, using Aquifer Storage and Recovery to store water underground when it's available and draw on it when the community needs it most. The infrastructure is not connected to Rowan's projects in Temple, but the company is putting $10 million behind the initiative to build a more resilient water system that can keep pace with Temple's growth for future generations.

By contributing a substantial share of these costs, Rowan is helping ensure these upgrades move forward without placing that burden on Temple residents, taxpayers, or ratepayers. Water infrastructure is only the first piece of Rowan's contribution. Should voters approve the bond this November, Rowan will also commit $3 million toward the Sammons Community Center rebuild, easing what would otherwise land on Temple taxpayers.

Rowan's contributions to the city's infrastructure funding frees up resources for broader municipal planning, including the relocation of Fire Station No. 7 to expand coverage for the firefighters who protect and serve the community, alongside the company's ongoing investments in Temple ISD and regional and local organizations.

These commitments reflect the full scope and passion of Rowan's desire to invest in Temple and Bell County's future.

The announcement lands weeks after Rowan's Aug. 10 news of the Lasso Building proposal, the third and final building of its flagship Project Temple development. The Lasso Building is now slated to be built on land adjacent to the Project Temple site in east Temple, after Rowan made the original property available for a City landfill expansion projected to serve Temple for more than 50 years.
