Governor Abbott Amends and Renews Flooding Disaster Proclamation : On August 20, 2025, Governor Abbott of Texas amended and renewed a previously issued proclamation affecting taxpayers in the Texas counties impacted by the devastating flooding event that began on July 2, 2025.

In light of the heavy rainfall and flooding that caused widespread and severe property damage, injury, or loss of life in many Texas counties, the governor declared a disaster in Bandera, Bexar, Burnet, Caldwell, Coke, Comal, Concho, Edwards, Gillespie, Guadalupe, Hamilton, Kendall, Kerr, Kimble, Kinney, Lampasas, Llano, Mason, Maverick, McCulloch, Menard, Real, Reeves, San Saba, Schleicher, Sutton, Tom Green, Travis, Uvalde, and Williamson.

When a disaster is declared by the governor, taxpayers owning qualified properties that are at least 15 percent damaged by a disaster in counties included in the declaration can receive a temporary exemption of a portion of the property's appraised value. Property owners must apply for the exemption no later than 105 days after the governor declares a disaster area.
