(EATONTON, Ga., April 13, 2026) - The Putnam County Board of Commissioners is scheduled to hold interviews for the position of Interim County Manager during an executive session of the Board of Commissioners on Friday, April 17, 2026. At this time, the Board of Commissioners has identified three finalists who will be considered for the position. These candidates are (in alphabetical order): Tim Hults, Byron Lombard, and Emily Woodmaster. The Board of Commissioners intends to vote on the confirmation of a candidate at a special-called meeting of the Putnam County Board of Commissioners on April 30, 2026. Documentation pertaining to the qualifications of the finalists is available at the Putnam County Board of Commissioners office, located at 117 Putnam Drive, Eatonton, GA 31024, in the office of Ms. Cynthia Miller, Human Resources Director.
Mr. Hults currently serves as a Senior Associate with the Collaborative, a national planning and development consulting firm with an office located in Atlanta. Previously, Mr. Hults served as the City Manager in the City of San Jacinto, California.
Mr. Lombard is currently the owner/operator of his own consulting firm, Lombard Consulting Services, LLC, which provides assistance to local governments and developers. Previously, Mr. Lombard served as the County Manager of Greene County, Georgia.
Ms. Woodmaster is the founder and principal of her own consulting firm, Principled Collaborative, LLC, which focuses on local government management and planning. Previously, Ms. Woodmaster served as the Chief Administrative Officer for the City of Baldwin, Georgia.
The recruitment process to date has been managed by the Middle Georgia Regional Commission under the direction of the Putnam County Board of Commissioners. The Board of Commissioners believes that the candidates bring strong educational and professional credentials to the position that will set the county up for success during the upcoming transitional period.
