Prasar Bharati issues tender for Waves OTT

Prasar Bharati has announced an invitation for bids to establish a Project Management Unit (PMU) for its digital streaming platform, Waves OTT, which launched in November 2024. The initiative aims to position the platform as India's premier digital entertainment destination. With 2.3 million registered users and 3.8 million downloads, Prasar Bharati has set ambitious targets to reach over 10 million registered users whilst maintaining at least 70% monthly active users. The platform operates on a freemium model with premium subscriptions at Rs.999 per year or Rs.30 per month, and aims to increase advertising revenue fivefold through various revenue streams.

The Project Management Unit will provide strategic guidance across content programming, business development, marketing and growth, plus technology and user experience. Key responsibilities include evaluating content proposals, creating programming schedules, identifying collaboration opportunities with telecommunications and smart TV manufacturers, developing promotional campaigns, and analysing user behaviour to improve the platform interface. Companies must be registered in India with annual turnover between Rs.10 crore and Rs.50 crore, with proven experience in large-scale consulting projects within India's media sector, particularly with government organisations.

The Ministry of Information and Broadcasting is accepting proposals until 30 September 2025 at [email protected]. The evaluation process will prioritise technical capabilities over cost, with 80% weight given to expertise and 20% to pricing, reflecting Prasar Bharati's commitment to quality as it establishes Waves OTT as a leading force in India's competitive digital entertainment market.
