Ohio Inspector General Investigation Finds Grant Recipient Submitted Forged Documents and Submitted Social Security Numbers that Belonged to Deceased Individuals, Were Stolen,[...]

In May 2025, the Ohio Department of Development (ODEV) referred to the Office of the Ohio Inspector General a complaint involving two companies owned by Brittany Digravio, Goldenskai Talent Group LTD (GTG) and Pizza Bazaar LTD (PB), and had received $20,000 and $30,000, respectively, through the Ohio TechCred program. Ohio TechCred is a program administered by ODEV that offers employers the opportunity to upskill its workforce with technology-focused credentials. Employers who submit applications to the program are eligible to receive a reimbursement of up to $2,000 per each W-2 employee who successfully completes a valid training. Employers can be reimbursed a maximum of $30,000 per funding round by TechCred. The complaint stated that after a review of wages reported to the Ohio Department of Job and Family Services for employees of GTG and PB, ODEV discovered the companies' employees were found to have no historical wage data as required by the TechCred program, and that several of the submitted employees' Social Security numbers were for individuals who were deceased. ODEV also reported concerns about whether the supporting documents submitted to ODEV by Digravio on behalf of GTG and PB were legitimate and factual.

Investigators obtained and reviewed Goldenskai Talent Group LTD (GTG) documentation that was submitted to ODEV by DiGravio for $20,000 in TechCred reimbursements for her employees' trainings/certifications. From their review of these records, investigators determined that the bank statements, payment records, and training certificates provided by DiGravio were all forged. In addition, investigators researched the 10 GTG employees' Social Security numbers submitted by DiGravio and found that two of the Social Security numbers were from individuals who were deceased; three of the numbers were invalid; and the five remaining numbers were for individuals who were different from the names Digravio submitted as employees working at GTG. Investigators also learned that GTG attempted to obtain an additional $22,000 in TechCred funding; however, ODEV stopped the reimbursements due to the questionable documents submitted by Digravio.

Investigators also obtained and reviewed Pizza Bazaar (PB) supporting documentation submitted to ODEV by DiGravio for $30,000 in TechCred reimbursements for her employees' trainings/certifications. From their review of these records, investigators determined that the training certificates reportedly obtained by her employees and submitted for reimbursement by DiGravio were forged. In addition, investigators determined that the bank records and Cash App payment verifications submitted by DiGravio to ODEV were falsified. Investigators also researched the 15 PB employees' Social Security numbers submitted by DiGravio and found that three of the Social Security numbers were from individuals who were deceased; eight of the numbers were invalid; and the four remaining numbers were for individuals who were different from the names Digravio submitted as employees working at PB.

Finally, investigators obtained and reviewed DiGravio's business bank records and discovered numerous personal expenses related to cruises, air travel, salon/spa services, and jewelry.

Investigators concluded DiGravio fraudulently obtained from ODEV $50,000 in TechCred reimbursements for which she was ineligible.

Both reports of investigation will be referred to the Ohio Auditor of State and to the Cuyahoga County Prosecutor's Office.
