Pennsylvania American Water Completes Sanitary Sewer Main Replacements in Exeter

Project made possible by low-interest PENNVEST financing

Exeter Township, PA (Oct. 21, 2025) - Pennsylvania American Water announced the substantial completion of work consisting of the replacement of eight sections of sanitary sewer main in Exeter Township. The mains are among the 10 sections of main to be replaced as part of a $2.1 million project made possible via low-interest financing from the Pennsylvania Infrastructure Investment Authority (PENNVEST).

"Aging wastewater infrastructure significantly increases maintenance and operational costs," said Gerald DeBalko, engineering manager at Pennsylvania American Water. "With the low interest financing from PENNVEST, we were able to perform this much needed work for the long-term benefit of the Exeter system and its customers."

The PENNVEST loan, at 1 percent interest for the first five years and 1.743 percent interest for the remainder of the 20-year loan period, was announced in October of last year, and the work was performed this summer. Approximately 1,815 feet of main and 18 manholes were replaced.

PENNVEST provides low-interest loans and grants for new construction or for improvements to publicly or privately-owned drinking water, storm water or sewage treatment facilities, as well as non-point source pollution prevention best management practices.

"Investing in Pennsylvania's infrastructure is commonsense - my Administration continues to focus on these upgrades with the goal that every Pennsylvanian has access to clean water," said Governor Josh Shapiro in the Commonwealth's official announcement. "This investment will help to ensure that public health is protected across the Commonwealth and that residents have their constitutional rights to pure water upheld."
