Work Session
During the work session on Wednesday, the Board received a legislative report, which included the recently published VDOE Report on 2026 General Assembly Activity. The Board then received a detailed presentation from the Joint Legislative Audit and Review Committee ("JLARC") on their December 2025 report on the School Performance and Support Framework ("SPSF") as well as information from the VDOE on a proposed Accountability and Assessment Roadmap to begin incorporating and aligning JLARC recommendations, legislative mandates, and related recommendations resulting from the Commonwealth Listening Tour.
Final Approvals
At its Thursday meeting, the Board unanimously agreed to exit Danville, Greensville, and Prince Edward School divisions from their Memorandums of Understanding (MOUs) with the state. The news release regarding this item is available on the VDOE website.

Assessment and Accountability
As required by law, the Board began considerations of important changes to the SPSF, informed by the recommendations of JLARC. Five initial proposals were brought to the Board at the June meeting for first review, one related to SOL assessment cut scores and four related to updating the SPSF. Instead of first review, the Board took up the proposal for a change to the phase-in of SOL cut scores for first and final review and subsequently voted it down. The Board accepted the remaining four proposals (#2-5 on slide 4) for first review, with final review of these four items anticipated in August. These proposals include the following: (1) updating school rating names from "off-track/on-track" to "approaching/meets expectations" for fall 2026 SPSF results; (2) using more timely data (annual data rather than cohort data) to calculate mastery in high schools for fall 2027 SPSF results; (3) treating elementary and middle schools fairly in the fall 2027 SPSF results regardless of English Learner (EL) enrollment by reallocating weight proportionally to all other indicators in schools missing the EL progress indicator; and (4) maintaining the current policy for testing of recently arrived English Learners in the 2026-2027 school year.
Preparing for August
In August, the Board will also consider for final review the adoption of new Standards for Licensed Child Day Centers (8VAC20-781), which follow an extensive, multi-year review process that began in 2021.
