Missouri Releases New State Energy Plan

On September 30, 2026, the Missouri Department of Natural Resources (MoDNR) Division of Energy released its new State Energy Plan, outlining policy recommendations to advance four priorities: energy independence, nuclear enablement, economic growth, and grid reliability.

The plan uses power sector and economic modeling to examine the potential impacts of different policy choices. Rather than forecasting a single future energy mix, the analysis evaluates tradeoffs associated with in-state generation, nuclear energy, intermittent resources, and voluntary energy efficiency programs. It also assesses the potential effects on jobs, personal income, tax revenue, and economic value added.

The plan recommends:

  • Supporting in-state energy investment;
  • Reducing capital costs and development risks for nuclear power;
  • Encouraging a diverse energy portfolio;
  • Continuing voluntary energy efficiency program investments;
  • Pairing large electricity loads with customer-side measures to support economic development and help place downward pressure on rates; and
  • Using multiple cost-effectiveness tests to evaluate distributed energy resources.

The plan builds on Missouri's longstanding state energy planning work and its stakeholder-driven Missouri State Energy Planning process conducted from 2020 through 2023. MoDNR will support implementation through engagement with local, state, and federal partners and through the Advanced Nuclear Energy Task Force, established by Executive Order 26-04.
