Gilbane and Freeman & Associates help deliver historic public investment honoring a legacy of fairness

Columbus, GA - November 6, 2026 - Gilbane, a leading global builder, and Freeman & Associates, joined Columbus Consolidated Government and community leaders to celebrate the opening of the new John D. Allen Judicial Center with a ribbon-cutting ceremony held Friday, Oct. 30. The $207 million facility represents the largest capital investment in Columbus history and brings courtrooms, judicial staff, and related services together in a new center designed to serve the community.

Public officials, judges, and community leaders gathered to celebrate this milestone and honor the late Judge John D. Allen, reflecting on his service, courage, and lasting commitment to fairness, equality, and civil rights.

"We are grateful to have our name associated with a facility that celebrates the trailblazing leadership of Judge Allen, from his two tours as a combat pilot to his long and distinguished career serving the citizens of Georgia," said Brian Steed, vice president and business leader, Gilbane Building.

"The project reflects the value of collaboration among public officials, judicial leaders, and community partners," said Skip Henderson, Mayor, Columbus Consolidated Government. "Investments in public institutions require a shared commitment to meeting the needs of residents today while building a stronger foundation for future generations."

Gilbane Building, in association with Freeman and Associates, provided construction management at-risk services for the 394,000 SF Columbus Government Center Complex. The S/L/A/M Collaborative, Inc. and Studio BGP served as architects. Extensive preconstruction planning helped Columbus Consolidated Government evaluate three approaches to meeting its long-term facility needs: renovating the existing facility, developing multiple facilities on the existing campus, or constructing a new tower at a new location. This collaborative approach helped the city identify a clear path forward to meet current needs and support long-term growth.

Courtrooms and staff have relocated into the new center, which includes shell courtroom space to accommodate future expansion. This flexibility positions Columbus to respond as its judicial needs evolve.

"The John D. Allen Judicial Center stands as a testament to the teamwork of the Columbus Consolidated Government, our design partners, and our trade partners," said Henry Painter, senior project executive, Gilbane Building. "We are proud to have contributed to a legacy that will serve the community for generations to come."

The new judicial center marks a lasting investment in the people of Columbus. It strengthens the facilities that support the administration of justice, prepares the community for future needs, and honors Judge Allen's legacy.
