(Greeleyville, S.C., October 2, 2026) - U.S. Department of Agriculture Rural Development South Carolina State Director Jacob French today celebrated the groundbreaking for the Town of Greeleyville's water infrastructure project, which will bring new waterlines to residents of the Snow Hill Community.
"Clean, reliable drinking water is the key to healthy and resilient communities. This project shows what can be accomplished when USDA and local leaders work together to deliver critical infrastructure to the people who need it most," said State Director French. "Under the leadership of President Donald Trump and Agriculture Secretary Brooke Rollins, we are making historic infrastructure investments across rural South Carolina."
The Town of Greeleyville, in Williamsburg County, partnered with USDA Rural Development to expand its water system. USDA invested a total of $8,922,000 in the project, consisting of a $3,762,000 loan and a $5,160,000 grant. The total project cost is $11,475,150.
The USDA investment will be used to install approximately 19.58 miles of waterlines to provide dependable, clean drinking water to the Snow Hill Community in Greeleyville. The project will extend water service to approximately 204 potential new customers who currently rely on old, shallow wells.
The project also will construct a new elevated water storage tank and a deep well and install 51 fire hydrants. The elevated tank will provide consistent water flow and pressure to residents, and the hydrants will deliver a large volume of water per minute for fire protection.
"Our partnership with USDA RD has meant the world to us. For several years the Town has been trying to put the Coleman-Easler-Snow Hill project together, but we ran into several roadblocks," said Greeleyville Mayor Jesse Parker. "USDA helped us through the roadblocks and made the project a reality. They are indeed the backbone of the final project."
Funding for this project was made possible through USDA's Water and Environmental Programs , which provide technical assistance and financing for rural communities to develop and improve essential water and waste infrastructure.
These investments strengthen critical community infrastructure, enhance quality of life, and help rural towns attract and retain businesses and services. Discover more investment details and historical data in the Rural Data Gateway and learn more about the agency at www.rd.usda.gov/sc .
