Mayor Terry Invites Community Proposals for Opioid Settlement Fund

EVANSVILLE, Ind. - November 4, 2026 - Evansville Mayor Stephanie Terry is inviting community organizations and service providers to submit proposals for the City of Evansville's 2027 Opioid Settlement Fund. Established through national legal settlements with opioid manufacturers and distributors, the fund supports local programs and strategies to address the ongoing opioid crisis in our community. The City will award $500,000 in funding for the 2027 cycle.

Eligible proposals must align with the guidance outlined in Exhibit E of the National Opioid Settlement Agreement. Applicants can review the approved opioid abatement uses and the state's recommendations for using settlement funds. Each proposal should identify the recommended category it supports and explain how the proposed program will advance that objective.

Mayor Terry will convene a small panel of local experts and officials to review proposals and make recommendations for funding.

"This funding allows us to invest in the organizations and programs helping residents affected by opioid use and strengthen our community's approach to prevention, treatment, and recovery," said Mayor Stephanie Terry. "I encourage local nonprofits, health providers and community partners to apply and take advantage of these resources to expand their impact."

Each two-page funding request must include:
  • The amount of funding requested
  • A description of how the funds will be used
  • If the request is part of a larger project, a description of the broader effort and which portion would be funded
  • A statement of the proposal's anticipated impact
  • A sustainability plan for when settlement funding ends
  • A clear identification of which Johns Hopkins category or categories the project addresses

Requests should be sent to [email protected] with the subject line: "Opioid Settlement Fund Request 2027."

In alignment with Exhibit E, the City will prioritize proposals that:
  • Address treatment, prevention, and harm reduction for individuals with or at risk of OUD/SUD.
  • Provide services to populations disproportionately affected (e.g., youth, justice-involved individuals, unhoused residents, veterans, and people with co-occurring mental health disorders).
  • Strengthen data-driven evaluation, evidence-based practices, and measurable outcomes.

"This is an issue that affects individuals, families and neighborhoods across Evansville," said Mayor Terry. "By investing in proven strategies and community-based programs, we can help more people access the support they need and make meaningful progress in addressing opioid use in our community."

Proposals must be submitted no later than midnight on December 31, 2026, to be considered.
