Public Notice of Application to Expand the Seaview Unit

The Department of Natural Resources, Division of Oil and Gas (Division), gives notice under 11 AAC
83.311 of a combined application for the expansion of the Seaview Unit (SVU) under 11 AAC 83.356.
The SVU is located in the Cook Inlet and along the Sterling Highway encompassing public and private
lands. Hilcorp Alaska, LLC (Hilcorp), the KRU operator, filed an application with the Division to expand
the PKU on February 27, 2025. The Application was deemed complete August 8, 2025. Hilcorp Alaska,
LLC's address is 3800 Centerpoint Dr #1400, Anchorage, AK 99503.
The proposed expansion would increase the SVU by approximately 2,929 acres of State land and will
unitize all the following:

Seward Meridian, Alaska
T. 04 S., R. 15 W., secs. 22 thru 27, & 33 thru 35.

You may review the non-confidential portions of the application on the Division's website at
http://dog.dnr.alaska.gov/Library/, in-person at the Division's office, or by writing to Division of Oil &
Gas, Units Section, 550 West 7th Avenue, Suite 1100, Anchorage AK 99501-3560. The Division charges
a photocopy fee of $.25 per sheet, per 11 AAC 05.030(a)(3)(A).

Any person may file written comments on the application. Comments must be received by 4:30 p.m.,
September 16, 2025, and should be mailed to the Division of Oil and Gas, attention; Mark Villarreal, Unit
Manager, at the above address, or emailed to [email protected]. The Department will consider all
timely written comments and evaluate the application based on the criteria in 11 AAC 83.303 and
83.336(a)(2). After the close of the comment period, the Department will issue a written decision to
approve or deny the unit expansion application. Individuals or groups of people with disabilities, who
