Dear Friend,

For more than 20 days, Democrats have allowed the Department of Homeland Security to remain shut down, and the consequences are growing more serious by the day.

Across the country, TSA agents are screening passengers at airports without knowing when their next paycheck will arrive. Cybersecurity teams are operating with limited resources. Members of the Coast Guard, including those deployed overseas in dangerous regions like Bahrain, are continuing their missions without certainty about compensation.

And all of this is happening at a time when threats to our homeland remain very real.

You may recall that under the Biden administration, at least 99 illegal aliens on the terrorist watchlist were released into the United States, along with more than 700 Iranian nationals who entered American communities. Tens of thousands of Afghans were also brought into the country and released into communities across America - many with terror links.

And those are only the cases we know about.

There were also roughly 2 million known "gotaways" who crossed the border under the Biden-Harris administration. These are individuals who entered our country illegally and evaded law enforcement entirely. We do not know who they are, where they came from, or where many of them are today.

While the Trump administration has been working to remove dangerous individuals and restore security at the border, keeping DHS shut down any longer only puts our homeland at greater risk.

Just this past weekend, we witnessed a horrific terrorist-motivated attack in Austin, Texas. An individual born in Senegal killed three people and wounded 13 others while wearing a "Property of Allah" sweatshirt and an undershirt depicting the Iranian regime flag.

This is why we must ensure that our national security agencies are fully funded and fully operational.

This week, House Republicans gave Democrats another opportunity to end the DHS shutdown. Thankfully, four Democrats joined Republicans in voting to pass the bill. Unfortunately, both Democrats from Wisconsin voted against it. You can view the vote here.

Now the Senate must act so that the Coast Guard, FEMA, TSA, and federal law enforcement agencies can return to full strength and continue protecting the American people.

At a time when our nation faces threats, I ask every Wisconsinite to join me in praying for the safety of our brave service members serving in the Middle East, including the Wisconsin National Guard. We pray for their protection, their health, and their safe return home.

Canceling birth tourism reservations

If you are a regular Telegram reader, you already know what "birth tourism" is. For those of you who don't, it's when foreigners travel to the United States - legally or illegally - so they can give birth on American soil and secure automatic U.S. citizenship for their child. One place where it happens frequently is a little-known U.S. territory in the Pacific Ocean called the Commonwealth of the Northern Mariana Islands (CNMI). If you are a World War II buff, you may know it better as "Saipan." But these days, it's a birth tourism hotspot for the Communist Chinese. And here's the worst part: They don't even need a visa to get in thanks to a loophole quietly opened by the Obama administration - one so wide that in recent years, the number of babies born to Chinese mothers in the CNMI has exceeded the number born there to legal U.S. residents. That makes no sense - especially when you consider the security risk posed by Communist China - and the fact that Chinese passport holders must get a visa to enter the rest of the United States. That's why this week I introduced a bill to plug this dangerous loophole called the One Nation, One Visa Policy Act with Sen. Rick Scott (FL). American citizenship is one of the most precious and valuable commodities on earth. It shouldn't be something that a foreign vacationer picks up like a hotel gift shop souvenir. And no U.S. territory or state should be able to use a special carve out to operate like an "all inclusive" birth tourism resort for Chinese nationals. You can read more about our efforts here.

Taking the fight to fraudsters

This week, in observance of National Consumer Protection Week, the U.S. Department of Veterans Affairs (VA) is warning veterans to be on the lookout for scammers who try to sound official to gain access to their benefits. These techniques start in the same way, with a simple phone call, email, or text that creates urgency. Then, prompting people to "confirm" personal details or change where their payments go. Be careful if anyone pressures you to switch direct deposit, pay an upfront fee for "claims help," or click a link to "fix" a benefits issue, as this is often how scammers steal passwords and take over accounts. That is why I have cosponsored legislation such as the GUARD Act, which gives law enforcement more support to go after fraud rings that target older Americans and families, including large-scale scams like "pig butchering". This bill would invest in training and resources that enhance how federal agencies share information and make it harder for criminals to hide money trails, including when they move funds through digital channels. Up here in the Northwoods, "Wisconsin nice" means we give people the benefit of the doubt, but scammers count on that instinct. If you miss a VA benefits payment, notice a discrepancy, or see suspicious activity tied to your direct deposit, contact the VA immediately at 800-827-1000. Veterans who believe they may have been targeted can learn more and report fraud at VSAFE.gov.

Standing up for female students

As Telegram readers know, the New Richmond School District has adopted a policy allowing male students to use girls' bathrooms at school. Girls have come forward saying the policy makes them feel "uncomfortable" and "anxious," and who can blame them. Sadly, even after numerous parents and students spoke out, only two of the seven school board members voted in favor of a proposal to ensure bathrooms and locker rooms are separated by biological sex. The rest refused to act. The good news is that this week, President Trump's Department of Education formally opened a Title IX investigation into the New Richmond School District. When my testimony was read before the school board a few weeks ago, I warned members that this could happen if they failed to protect our daughters. Unfortunately, they chose not to listen. You can watch that clip here. I want to thank the Trump administration for standing up for girls and enforcing Title IX. No female student should ever be forced to share bathrooms or locker rooms with men. It's wrong, it's immoral, and it has no place in Wisconsin. I also want to give a big thank you to the brave parents and students who have spoken out against this radical policy. Your courage is making a difference.

Recent Legislation

Stamping out sanctuary policies

Throughout the country, we have seen the dire effects of so-called "sanctuary" policies that illegally interfere with immigration enforcement efforts. In Wisconsin, Telegram readers may recall a Prairie du Chien story in which a Venezuelan migrant and known gang member was charged with domestic violence, sexual assault, and child abuse all while having other active warrants for other similar offenses. You may also recall the Dane County incident, where an illegal alien, who was already convicted of drunk driving, killed two teenagers. Thanks to Dane County's sanctuary policy, they declined to work with federal immigration officers to remove these criminals, allowing them to commit more violent offenses. That's crazy. Here's the bottom line: Sanctuary policies anywhere put Americans in danger everywhere. That's why yesterday the House Judiciary Committee passed legislation authored by Rep. McClintock (CA-04), which I've cosponsored, known as the Shut Down Sanctuary Policies Act. This bill will punish state and local governments that enact policies that prevent cooperation with federal law enforcement. It is vital that we put Americans, not illegal aliens, first. Upcoming Service Academy Day

On Saturday, April 4th, 2026, I will be hosting my annual Service Academy Day. Students will have the opportunity to learn best practices when seeking a nomination to a service academy from members of my staff, as well as representatives from the U.S Military Academy, U.S. Naval Academy, U.S. Air Force Academy, U.S. Merchant Marine Academy, and U.S. Coast Guard Academy. RSVP is not required, admission is free, and parents, teachers, and students at any grade level are welcome to attend. High school students seeking my service academy nomination should visit my website to access the application and learn more about the nomination process.
