President Trump’s 2027 Budget Proposes Even More Steep Cuts to Health Care and Public Health

WASHINGTON, D.C. - Anthony Wright, executive director of Families USA, issued the following statement today in response to the release of the president's FY 2027 budget.

"After enacting the biggest health care cuts in history, totaling more than $1 trillion, President Trump now proposes even deeper cuts in his new budget that slash the programs and agencies that seek to improve the health and care for all Americans. While the proposed budget would impact everyone, it is specifically and intentionally targeting programs designed to improve the health and safety of people of color and transgender people.

"Despite campaign promises to protect Americans' health, this budget seeks to dismantle the research, services and agencies that have driven decades of progress to prevent disease and keep Americans healthy.

"After promising great health care for all Americans, the president has already cut Medicaid by nearly a trillion dollars, let health insurance premiums double for millions of Americans, and, just recently, said the federal government shouldn't even be running federal programs like Medicaid and Medicare - programs that provide care for a combined 140 million Americans. These budget proposals go further to broadly undermine health and human services for all families, while specifically targeting programs for vulnerable populations who already face additional barriers to care.

"Beyond the massive cuts proposed, this budget notably does nothing to address the skyrocketing health care costs that are bleeding American families dry. Poll after poll shows that Americans want leaders to lower health care costs and expand access to care, but this budget makes it clear the president is not listening. At a time when nearly two-thirds of Americans report concerns about affordability and access, this proposal doubles down on policies that leave working families behind - prioritizing other spending while offering no meaningful relief for the rising cost of care.

"To highlight, the budget would:

  • Cut NIH by $5 billion and eliminate the National Institute on Minority Health and Health Disparities - gutting the research that has driven disease prevention, saved lives, and laid the groundwork for the treatments Americans depend on today.
  • Significantly cut funding from the Agency for Healthcare Research and Quality, and eliminate key programs designed to track and improve care, safety, and affordability for LGBTQ youth and people of color.
  • Dismantle many behavioral health programs serving millions of Americans struggling with mental health and substance use disorders.
  • And broadly eliminate most programs designed to address the well-documented health disparities that exist in this country.

"If nothing else, the president's budget shows an administration's priorities, and this budget makes clear that the Trump administration is doubling down on dismantling our nation's health infrastructure. At a time when Americans are losing coverage by the millions, struggling with record high premiums and out-of-pocket costs, and navigating multi-state measles outbreaks, this budget is shockingly out of touch with what the American people want and need. These proposals would undermine the very infrastructure Americans depend on for coverage, care, and public health protections.

"While this budget may not pass as proposed in a normal budget process, Republican congressional leaders are moving ahead with a budget reconciliation process to jam their priorities through on a partisan vote. Many of these harmful proposals could quickly move from rhetoric to reality. We fully expect a 'reconciliation 2.0' could be used to advance these cuts along with further attempts to cut Medicaid and access to coverage.

"We stand with the majority of Americans that oppose these proposals to take away people's access to care."
