(HARTFORD, CT) - Connecticut Insurance Department (CID) Commissioner Andrew N. Mais today announced that Tricia Davé has been appointed Assistant Deputy Commissioner and Division Director for Life & Health, following a comprehensive national recruitment process.
Davé has been with the Department since 2014 and most recently served as Insurance Actuary Supervisor, where she led CID's health rate review process, supervised actuarial staff, and oversaw rate reviews for Affordable Care Act (ACA), long-term care (LTC), and Medicare Supplement plans. She has overseen health rate reviews for the Life & Health Division since 2018.
Prior to that, Davé served as an Insurance Actuary in CID's Financial Regulation Division, where she conducted financial analyses, desk audits, domestic company examinations, and Own Risk and Solvency Assessment (ORSA) reviews. Before joining the Department, she spent nearly 25 years in Connecticut's insurance industry, holding positions of increasing responsibility across a range of life and health product lines, including a long tenure with Travelers Insurance Company.
A graduate of Williams College with a degree in computer science, Davé brings nearly four decades of actuarial and regulatory experience to her new role.

"Under her direction, the Division will continue advancing the Department's mission to protect consumers and uphold a fair and stable insurance marketplace."

The Life & Health Division regulates life, health, and accident insurance products to ensure compliance with state and federal laws and protect consumers. The Division reviews and approves all group and individual life, health, annuity, and viatical settlement contracts offered in Connecticut, as well as rate filings for HMO products, long-term care, Medicare supplement, and small group health policies. Additionally, the Division oversees managed care processes, licenses utilization review companies, and produces and publishes several annual reports, including the annual Consumer Report Card on Managed Care Organizations, the Health Carrier Rebate Practices Report, the Outpatient Prescription Drug Cost Report, and the Pharmacy Benefit Managers Rebate Report.
