Twenty-seven Member States signed the declaration setting out their ambition for a stronger EU Chips Act.

The Declaration sets out the ambition for a Chips Act 2.0, recognising the need for Europe to act boldly to address vulnerabilities, seize technological opportunities, and build a resilient semiconductor ecosystem that underpins Europe's prosperity, resilience, and technological indispensability.

Semiconductors are the backbone of the digital economy and critical technologies, powering automotive, telecommunications, healthcare, energy, defence, and artificial intelligence. The Declaration underlines the need for Europe to act together to reduce vulnerabilities, secure supply chains, and reinforce technological leadership in design, manufacturing, and innovation.

The Commission is already conducting an evaluation and review of the Chips Act. As part of this review, the Commission opened a public consultation and call for evidence on 5 September 2025. Stakeholders from across the semiconductor value chain and beyond are invited to share their views on how the Chips Act is performing today and how it should be adapted to ensure that Europe can compete globally, strengthen technological sovereignty, and seize new technological opportunities.

Feedback is open for a 12-week period on the Commission's Have Your Say public consultations portal. The contributions will feed into the Commission's evaluation report and inform future revision of the Chips Act.
