The Finnish Defence Forces Research Agency's newest research bulletin discusses the key results of the Finnish Future Operational Environment 2040 study (FIN FOE 2040).
The Finnish Defence Forces Research Agency's Concepts and Doctrine Division has prepared the Finnish Future Operational Environment 2040 study during 2025. The study operationalises the conclusions of the institute's previous strategic foresight and utilises findings from foreign operational environment studies.
The objective of the Finnish Future Operational Environment 2040 study (FIN FOE 2040) is to identify and describe the special features of the Finnish operational environment in 2040. The study also assesses the impacts of the operational environment on Finnish defense.
The study has identified the characteristics of the Finnish operational environment in 2040, which are based on scenarios prepared on the basis of the identified factors of change in the operational environment.
