Final Report Regarding the May 16, 2025, Officer-Involved Shooting Incident in Pelham, New Hampshire

Concord, NH - Attorney General John M. Formella announces the completion of the investigation into a police officer use of deadly force incident that occurred in Pelham, New Hampshire on May 16, 2025, in which Sheldon Brockelbank (age 33) was struck by gunfire and survived his injuries.

The final investigation report concludes that, based on the totality of the circumstances and all available evidence, including witness interviews, physical evidence, and scene analysis, the use of deadly force by Pelham Police Sergeant Steven Russo and Officer Joseph Sanchez was legally justified; that Pelham Police Corporal Michael Kasiske was legally justified in using less-than-lethal force; and that it was objectively reasonable for the officers to believe that Mr. Brockelbank created an immediate apparent life-threatening situation for the officers as well as for any private citizens in the building.
