Moulton Joins House Democrats’ Discharge Petition to Block $1.8 Billion Trump Slush Fund

WASHINGTON, DC - Today, Congressman Seth Moulton (MA-06) joined the full House Democratic Caucus in signing onto a discharge petition from Ranking Member of the House Judiciary Committee, Representative Jamie Raskin (MD-08). This petition will force a vote on the No Carte Blanche Act to permanently block Trump's effort to create a $1.8 billion taxpayer-funded slush fund, one of Trump's most corrupt actions yet.

The NO CARTE BLANCHE Act combines two pieces of legislation:

  • H.R. 8914, the No Taxpayer-Funded Settlement Slush Funds Act of 2026, prohibits the use of the Judgment Fund to create or finance the $1.8 billion slush fund established under the Trump IRS settlement and bars similar future schemes. It also prevents taxpayer dollars from being funneled to January 6 offenders, political appointees, and the President, Vice President, their families, or entities they control, while imposing new transparency requirements and a delay for certain payments in order to give Congress a chance to respond.
  • H.R. 9210, the Block Lawless Agreements and Nullify Corrupt Handouts and Emoluments (BLANCHE) Act, addresses the unprecedented "Super Pardon" granted in connection with the Trump-IRS settlement. The bill requires independent judicial review of any settlement between a sitting President and the federal government to ensure it reflects a legitimate legal dispute, serves the interest of justice, and is otherwise legally sound.
