Victories for American Taxpayers: Trump Administration Reveals Top States Impacted by Federal Student Aid Fraud

April 16, 2026

Last year, the Trump Administration launched a nationwide effort to combat identity fraud and theft in the federal student aid programs - leading to more than $1 billion in savings for the American taxpayer. Thanks to President Trump's leadership, the U.S. Department of Education (the Department) is safeguarding American taxpayer investment into critical programs like Pell Grants and federal student loans, ensuring aid goes toward students and families, not criminals.

As the COVID-19 pandemic prompted many colleges and universities to move classes online, the Biden Administration removed key verification safeguards and diverted resources away from fraud prevention. At the same time, institutions across the country reported being under siege by highly sophisticated fraud rings and, starting last year, requested the Trump Administration's help. For example:

  • Data from the California Community College System indicated that a large percentage of community college applications were fraudulent, leading to millions lost in federal and state aid.
  • In Minnesota, reports indicated that some institutions averaged more than 100 potentially fraudulent applications per year.

To combat this crisis, the Department required all institutions of higher education to validate the identity of certain first-time FAFSA applicants beginning in summer 2025.This commonsense measure prevented student aid from being dispersed to fraudsters in states across the country. Check out the top ten:

  1. California: The Department prevented more than $171 million in fraud.
  1. Virginia: The Department prevented more than $93 million in fraud.
  1. Texas: The Department prevented more than $76 million in fraud.
  1. Florida: The Department prevented more than $55 million in fraud.
  1. Washington: The Department prevented more than $32 million in fraud.
  1. New York: The Department prevented more than $31 million in fraud.
  1. Louisiana: The Department prevented more than $31 million in fraud.
  1. Connecticut: The Department prevented more than $28 million in fraud.
  1. Colorado: The Department prevented more than $24 million in fraud.
  1. Georgia: The Department prevented more than $22 million in fraud.

From day one, the Trump Administration has been committed to rooting out fraud, waste, and abuse across the federal government, and continues to ramp up efforts with the new White House Task Force to Eliminate Fraud, chaired by the Vice President. The Department's efforts to protect the integrity of federal student aid not only prioritizes the American students and families who deserve these critical resources, but the American taxpayer who underwrites the programs.
