Statement by Ms. Julieta Tavakalyan, Third Secretary of the Permanent Mission of Armenia to the UN at the ECOSOC Partnership Forum

Mr. President,

Distinguished colleagues,

Armenia expresses its appreciation to the President of ECOSOC for convening the 2026 Partnership Forum. As we enter the final years of implementation of the 2030 Agenda, the Forum offers an important opportunity to reflect on how partnerships can accelerate progress, while also informing discussions on the future role of ECOSOC and the HLPF.

Partnerships should serve as practical instruments for translating global commitments into measurable impact. They must be grounded in country ownership, be results-oriented and accountable, aligned with national priorities and development strategies, and supported by coherent policy and financing frameworks.

As a landlocked, middle-income country, Armenia places particular emphasis on the need for differentiated and tailored approaches to cooperation. Developing countries, especially those in special situations and middle-income countries, continue to face structural constraints, including limited economic diversification, reduced fiscal space, and uneven access to technology and markets. Partnerships must therefore be designed to support resilience-building, productive transformation and inclusive growth.

Delivering on these objectives also requires predictable financing. This includes strengthened efforts to mobilize financing from all sources, including through engagement with the private sector and international financial institutions, the use of innovative financing approaches, and the creation of enabling environments for sustainable investment.

Finally, we must strive for more coherence across institutions and policy spaces. ECOSOC has a unique role in connecting global policy dialogue with implementation, and in fostering linkages among the UN system, IFIs, civil society and other relevant stakeholders. Armenia supports efforts to further strengthen ECOSOC's coordinating role to avoid fragmentation, reduce duplication and maximize impact.

Looking ahead, Armenia believes that the Partnership Forum should continue to serve as a practical platform for action, showcasing scalable solutions and informing ECOSOC's substantive work throughout its cycle.
