Speaker of the Ohio House Matt Huffman (R-Lima) and Senate President Rob McColley (R-Napoleon) today announced that Bill Rowland has been selected as the new Director of the Ohio Legislative Service Commission (LSC) upon the retirement of Director Wendy Zhan, effective Friday, November 7th, 2025. Additionally, Julie Rishel has been named the new Assistant Director of LSC.
"LSC plays a critical role in supporting the legislative process and ensuring the work of the General Assembly is done effectively," said Speaker Huffman. "Bill and Julie bring decades of experience and proven leadership to these roles. We are fortunate to have them leading this important agency and I look forward to working with them."

Rowland has been serving the members of the Ohio General Assembly as an attorney and supervisor at LSC for over 32 years. Since 2012, he has served as a Division Chief for LSC, supervising the Agriculture, Environment, Natural Recourses, Transportation, Public Safety, and Liquor Group, as well as managing and coordinating legal aspects of Ohio's biennial transportation budget.
Rishel has worked in the roles of attorney, supervisor, and Division Chief for LSC since 2003, helping review, analyze, and research memorandums, specializing in labor and pension laws. She also helped train other LSC staff members and lead several staff-wide projects.
Established in 1953, the Ohio Legislative Service Commission is a nonpartisan agency providing the members and staff of the Ohio General Assembly with drafting, research, budget and fiscal analysis, training, and other services.
