State of play of the Rail Baltica project

Commission Implementing Decision (EU) 2025/1332 of 9 July 2025 on the implementation of the Rail Baltica cross-border project on the North Sea - Baltic European Transport Corridor and the Baltic Sea - Black Sea - Aegean Sea European Transport Corridor in application of Regulation (EU) 2024/1679 of the European Parliament and of the Council and repealing Commission Implementing Decision (EU) 2018/1723 was adopted on 9 July 2025. It lays down the rules and deadlines for the implementation of the Commission's flagship rail project - Rail Baltica. It is intended to connect the three Baltic States to the European rail network by 2030 and integrate them into the single European railway area and the TEN-T network.

Rail Baltica is an extremely important project from a social, economic and security perspective for NATO's north-eastern flank and the European Union.

In recent days, the Polish Deputy Minister of Infrastructure responsible for railways has publicly questioned the feasibility of completing the Rail Baltica lines by 2030, saying that the Commission should cease 'deluding itself' regarding the deadline[1].

In this context I would like to ask the following questions:

  • 1.Is the Commission being realistic in its assessment of the progress of construction, and on the basis of what information? Or, as the Deputy Minister claims, is it 'deluding itself' regarding completion of the investment in line with the originally adopted plan?
  • 2.Did the Member States (Estonia, Finland, Lithuania, Latvia, Poland and Sweden) participate in the process of adopting and agreeing the content of the decision, and what position did they take?
  • 3.To the best of the Commission's knowledge, what is the current state of progress of the project in each country in relation to the timetable, if one has been drawn up?
