Consent Agenda
Items H-2 and H-3: Community Development Block Grant Disaster Recovery Funding
These items seek approval of 10 Community Development Block Grant-Disaster Recovery (CDBG-DR) funding recommendations totaling more than $39 million across three programs: $32.7 million for public facilities to support nonprofit-led improvements to shelter capacity, food distribution, and resilient infrastructure serving vulnerable residents; $6.17 million for housing to rehabilitate storm-damaged units, strengthen affordable housing resilience, and develop supportive housing for domestic violence survivors and other at-risk populations; and $150,000 for planning to create a countywide strategy to expand urban tree canopy and environmental resilience in low- and moderate-income neighborhoods. In addition, $447,880 in CDBG-DR funds will support the Town of Eatonville Community Redevelopment Agency's building rehabilitation, expanding its use to include economic development services and a small business incubator for residents. Action requested: Approval of project and budgets for CDBG-DR for $32.7 million for public facilities; $6.17 million for housing; $150,000 for planning, and $447,880 for the Town of Eatonville Community Redevelopment Agency (Housing and Community Development Division).

Item B-1: Small Business Enterprise Program Policies and Procedures
This item seeks BCC approval of a preferred gross receipts option, and of a resolution adopting updated policies and procedures for Orange County's Small Business Enterprise Program. The updates reflect prior BCC direction and incorporate research, community input, and historical data on certified minority- and women-owned businesses. Staff will also be directed to make any necessary revisions to align the program with the selected option. Action requested: Approval of a preferred gross receipts option and updated Small Business Enterprise Program policies. (Business Development Division)

Item C-1: Firefighter's Union Contract Impasse hearing
This public hearing will address an impasse in the A-unit contract negotiations between Orange County and the Orange County Fire Fighters Local 2057, with the Board set to decide several unresolved contract provisions. Action Requested: The Board will make a final decision on the unresolved contract provisions at impasse, specifically, leapfrog language, insurance, and step increases after contract expiration.
