USDA Names Trump Administration Appointees to the Ohio Farm Service Agency State Committee

Columbus, Ohio - April 16, 2026 - The USDA Farm Service Agency (FSA) today announced the appointment of five leaders in agriculture to serve on the Ohio USDA Farm Service Agency (FSA) state committee.

Members of the FSA state committee are appointed by Secretary of Agriculture Brooke L. Rollins and, in support of the Trump Administration's Farmers First commitment, members of the FSA state committee are responsible for the oversight of farm programs and county committee operations, resolving program delivery appeals from the agriculture community, maintaining cooperative relations with industry stakeholders and keeping producers informed about current FSA programs.

Each FSA state committee is comprised of three to five members including a designated chairperson. The individuals appointed to serve on this committee for Ohio are:

  • John Motter, Chair (Jenera) - Motter is a lifelong farmer whose career began in livestock production and later transitioned into a grain operation focused on soybeans and other row crops. He brings extensive hands-on experience in production agriculture along with a long record of leadership in commodity organizations, including serving as chairman of the United Soybean Board and the Ohio Soybean Council. His background also includes decades of involvement in conservation, extension, community foundations, and local civic boards.
  • Dale Arbaugh, Member (Waynesburg) - Arbaugh is a seventh-generation farmer who helps operate a family farm that transitioned from a large dairy enterprise to a large grain farm that produces corn, soybeans, and wheat. He serves as both business manager and operator, overseeing the financial and operational needs of the farm. His background includes extensive experience in dairy and grain production, nutrient management, and conservation programs, along with decades of involvement in county Farm Bureau leadership, local emergency services, and county economic development.
  • Frederick Hoffman, Member (Lewistown) - Hoffman operates a multigenerational family farm that produces corn and soybeans. His background includes early experience in livestock and large-scale wheat straw baling, followed by decades of crop production and farm management. He has served on the Logan County FSA Committee and is an active community leader with 38 years of service on his church council.
  • Ashley Kasler, Member (Millfield) - Kasler produces beef cattle and hay in addition to being the organization director for the Ohio Farm Bureau Federation where she oversees operations for three county farm bureau offices, supports more than 1,100 members, and leads programs, volunteer coordination, budgeting, and community engagement. She previously managed feeder-to-finish and wean-to-finish hog operations and completed an internship with a regional seed company. Kasler served on the Athens/Hocking FSA County Committee and is active in her local church and community.
  • Timothy Norris, Member (Gambier) - Norris is a grain farmer who also works in agronomy and precision agriculture. He founded and grew a precision agriculture enterprise before transitioning into business development roles focused on autonomous grain cart solutions and dealer network expansion. Norris has served in multiple local leadership roles, including as chairman of the Knox County FSA Committee.

"Their appointment to the FSA state committee is a testament to their standing in the industry and their dedication to the agriculture industry, rural America and President Trump's America First, Farmers First policies."
