WASHINGTON, DC - This week, the U.S. House of Representatives passed Congresswoman Hillary Scholten's (D-MI-03) bipartisan Aviation Supply Chain Safety and Security Digitization Act of 2025. The legislation will advance research into accelerating digital supply chain documentation at the Federal Aviation Administration (FAA) to improve safety standards and combat forgery. Representative Brad Knott (R-NC) is the Republican lead of the legislation.
"West Michigan has long been a leader in aerospace and defense manufacturing, and it is essential we work together to ensure federal policies are keeping pace with the industry," said Rep. Scholten. "It is beyond time for the FAA to transition to digital documentation and prevent counterfeit parts from entering our aviation supply chains, which is why I'm so proud our Aviation Supply Chain Safety and Security Digitization Act of 2025has passed the House. As a member of the Transportation and Infrastructure Committee, I will keep working with my bipartisan colleagues to get this bill passed into law and enhance aviation safety and security for all Americans."

This legislation builds on the work of the Aerospace Supply Chain Resiliency Task Force, which reported to Congress a concerning rise in counterfeit or improperly documented aerospace parts in the supply chain. Because FAA documentation proving the airworthiness of these parts is not digitized, authorized release certificates are easy to forge, allowing bad actors to slip fraudulent parts into the supply chain. This legislation will direct the U.S Government Accountability Office to conduct a study on the barriers to adopting digital documentation and verification throughout the entirety of the aerospace supply chain. The report will include suggestions on voluntary digitalization, as well as best practices to catalyze digital documentation.
