OSBC Announces Retirement of Mike Enzbrenner & Promotion of Jim Payne to CML Deputy Commissioner

The Kansas Office of the State Bank Commissioner (OSBC) announced the retirement of long-time employee and Consumer & Mortgage Lending (CML) Deputy Commissioner Mike Enzbrenner, effective September 30, 2025. Concurrently, the agency is pleased to announce the promotion of Jim Payne to the role of CML Deputy Commissioner, effective October 1, 2025. These announcements mark a significant moment for the OSBC, celebrating both a legacy of dedication and a commitment to future leadership.

Mike Enzbrenner is retiring after a distinguished and exemplary career spanning 23 years with the agency, as part of his 28 years of state service. He began his career with the OSBC as a Financial Examiner in 2002. Throughout his tenure, Mike served in various leadership roles including Review Examiner, Regional Manager, and Director of Examinations before being named Deputy Commissioner in 2019. Mike's contributions have been instrumental to the agency's growth and success, leaving an indelible mark on its operations and the broader regulatory community.

Mike has been an invaluable member and a dedicated leader at the national level with various organizations. He held leadership roles with the National Association of Consumer Credit Administrators (NACCA) starting in 2017, served as President in 2022, and was the Past President in 2023. In recognition of his significant contributions, Mike was honored with the NACCA Distinguished Service Award in May of 2023. Mike also contributed towards the advancement of examiner education, having served as the 1st Vice President and chair of the Continuing Education Committee for NACCA and serving a two-year term at the Conference of State Bank Supervisors (CSBS) Examiner Certification Committee.

Taking on the mantle of leadership, Jim Payne has been promoted to CML Deputy Commissioner from his current role as Director of Examinations/Assistant Deputy Commissioner. With more than 21 years of experience as a financial regulator and a career dedicated to the OSBC, Jim has demonstrated exceptional skill and dedication. His experience includes specializing in examinations, licensing, and investigations of nonbank entities across a range of industries, along with his background in commercial banking. Jim has previously held roles at the OSBC as Director of Licensing, Regional Manager, and Financial Examiner. Jim significantly contributes to the field at the national level, serving as the Nationwide Multistate Licensing System (NMLS) Ombudsman since 2020, has previously served as the President of the American Conference of Uniform Consumer Credit Code States (ACUCCCS), and as a CSBS District IV representative. His deep understanding of the agency's values and operations makes him the ideal person to guide the CML team into its next chapter.
