Wednesday, December 10, 2025 - Portland City Council voted to ratify two collective bargaining agreements: one with AFSCME, representing 11 Independent Police Review employees, and another with PPA, representing 14 Bureau of Emergency Communicators Emergency Communication Supervisor I employees.
On Wednesday, Portland City Council voted to ratify collective bargaining agreements with AFSCME and Portland Police Association (PPA). The agreements cover a total of 25 municipal employees, reflecting the union's priorities and the City's commitment to a thriving workforce.
AFSCME Independent Police Review
IPR employees organized in 2021 in anticipation of the development of Portland's new police Oversight System. In the new Oversight System, the Office of Community-based Police Accountability (OCPA) and the Community Board for Police Accountability (CBPA) will assume oversight of independent police investigations and discipline. The Independent Police Review will be phased out once work initiated within the current system is completed.
The ratified agreement is effective from July 1, 2025, through June 30, 2028, and includes:

A 2.4% Cost of Living Adjustment retroactive to July 1, 2025, and cost of living increases effective July 1, 2026, and July 1, 2027

A bonus of up to $4,500 in June 2026, $3,500 in June 2027, and $2,500 in June 2028 for employees that are in service at the end of each year

Guaranteed interviews with the OCPA Director and offers of employment to successful candidates prior to other applicants outside of the bargaining unit

Guaranteed offers of substantially equivalent work for any member who does not apply to, or is not hired into, the OCPA

Members moving to positions will have no reduction in pay

Employees opting layoff will be eligible for administrative leave of 30 days prior to the effective layoff date
PPA BOEC Emergency Communication Supervisors
PPA Bureau of Emergency Communications Emergency (BOEC) Communication Supervisors is one of the City's newest bargaining units. PPA also represents the police officers, sergeants, detectives, criminalists, and support specialists who work for the Portland Police Bureau and the 911 Dispatchers and Supervisors. The newly ratified contract is a two-year agreement, effective July 1, 2025, through June 30, 2027. The contract includes:
