Novato City Council Adopts Three-Year Strategic Plan Framework

The Novato City Council adopted a three-year Strategic Plan framework on August 25, 2026, setting the City's vision, mission, core values and strategic goals for the next three years, from July 1, 2026 through June 30, 2029.

The framework is designed to strengthen City services and enhance quality of life in Novato. It connects the City Council's priorities with the daily work of City staff and will help guide decisions about services, resources, projects, and organizational priorities.

The Strategic Plan focuses on five goal areas:

  • Outstanding Quality of Life
  • Proactive Stewards of the Natural and Built Environments
  • A Safe and Prepared Community
  • Economic Vitality
  • Organizational Excellence

"We've worked hard over the last few years to listen to our community and understand what matters most to them," said Mayor Rachel Farac. "This Strategic Plan reflects our community's priorities and helps shape a shared vision for Novato's future."

With the Strategic Plan framework now adopted, a workplan will be developed to turn Council's goals into specific actions, with clear timelines and benchmarks for success. Staff will provide the City Council and community with quarterly updates on accomplishments, upcoming work and progress toward each goal.
