City of Fairfield Seeks Qualified Developers for Affordable Multi-Family Housing Rehabilitation

The City of Fairfield Housing Services Department is committed to preserving its affordable housing stock and ensuring that low- and moderate-income residents remain securely housed. In support of this goal, the City has released a Notice of Funding Availability (NOFA) to solicit applications from qualified developers and property owners interested in the rehabilitation of existing affordable multifamily housing.

To fund this initiative, the City of Fairfield has allocated approximately $400,000 in Community Development Block Grant (CDBG) funds. CDBG is a federal resource administered by the U.S. Department of Housing and Urban Development (HUD) and carries specific eligibility, compliance, and reporting requirements. This funding is exclusively for multifamily housing rehabilitation; new construction and acquisition projects are not eligible under this NOFA.

Eligible projects are those where at least 51% of the units on the property are designated for households that are earning at or below 80% of the Area median income. Projects must also bring properties into compliance with applicable building and health and safety standards. All funded rehabilitation activities must be completed no later than June 30, 2027.

Eligible applicants include nonprofit organizations, for-profit affordable housing developers, public entities, and property owners of affordable multifamily housing located within the City of Fairfield. Applicants must demonstrate experience in multifamily housing rehabilitation and familiarity with federal compliance requirements including Davis-Bacon prevailing wage, Section 3 hiring preferences, and Uniform Relocation Act requirements.

Applications must score a minimum of 75 points from the City's evaluation panel to be considered for funding. Scoring criteria include financial feasibility and pro forma (30 points), developer and owner experience (35 points), project scope and readiness (25 points), and tenant and community benefits (10 points).

All applications must be submitted electronically as a single PDF file to [email protected] by September 4, 2026, at 5:00 p.m. Applications received after the deadline will not be considered.
