City of San Rafael Evacuation Route Planning Project

PROPOSAL DUE DATE: Wednesday, APRIL 15, 2026 at 5:00 pm Pacific Time

The City of San Rafael Fire Department is requesting proposal for a multi-evacuation route planning project and are inviting firms to submit a detailed scope of work and cost proposal (Proposal).

Background: San Rafael is located in the east central part of Marin County, 18 miles north of Downtown San Francisco and 11 miles from the Golden Gate Bridge. The city is 38 miles south of Santa Rosa, 36 miles southwest of Napa, and 22 miles northwest of Oakland. The region surrounding San Rafael-the nine county San Francisco Bay Area-is the fourth largest metropolitan area in the United States.

San Rafael is the largest city in Marin County and the County seat. In 2020, San Rafael had approximately 60,000 residents. Most of the County's population resides within 10 miles of the City. Marin County is renowned as a place of great physical beauty, mild weather, and a high standard of living. The County ranks among the top ten in the United States in median household income.

Scope of Work: The City of San Rafael is seeking professional consulting services to develop a customized, large-scale vehicle multi-evacuation route plan, including traffic control measures necessary for evacuation of main local arteries across the City. The plan should focus on getting vehicles safely onto HWY 101, as a primary safety corridor with alternatives westward and include an evacuation plan for commuters, as needed and appropriate. The plans should include mapping, detailed traffic control plans for intersections, and lists of needed equipment and resources for implementation. The City has data available relating to number of homes, vehicles, and variable populations. The focus of this plan is on traffic control, not alerts and warnings, as it applies to wildfire evacuation needs. Consideration should be applied to pedestrian and bicycle evacuation, if needed.

In addition to an overview, the plan should focus on developing traffic control measures for the following areas/situations:

  • Evacuation of Terra Linda and surrounding areas via the Manuel T Frietas key artery
  • Evacuation of the East San Rafael, including the Canal District
  • Evacuation of Marinwood and Lucas Valley areas via the key artery of Lucas Valley Road
  • Evacuation of Downtown San Rafael, including 5th Ave, D Street, and the surrounding neighborhoods
  • Evacuation of the Point San Pedro Rd Corridor and connecting neighborhoods
  • Evacuation of Santa Venetia and surrounding areas via the key artery of North San Pedro
  • Evacuation of Marinwood and Lucas Valley via Lucas Valley/Smith Ranch Road

The project deliverables should include:

  1. Stakeholder Involvement: The Consultant shall work with the City of San Rafael Public Works, Fire and Police Departments, Caltrans, California Highway Patrol (CHP), Marin County Office of Emergency Management (OEM), Marin Transit and Sonoma-Marin Art Rapid Transit (SMART).
  2. Evacuation Study:
    1. Mapping with detailed traffic control plans for intersections;
    2. Plans on how to quickly shift evacuation routes on major arteries towards HWY 101, including options for contraflow or other volume increase methods;
    3. Identify challenging areas and opportunities for infrastructure improvements to improve evacuation flow;
    4. Pedestrian and bicycle evacuation routes, as applicable;
    5. Include multiple scenarios, including peak population work hours and peak hours when residents are home;
    6. A comprehensive list of resources needed to implement evacuation routes plans, ie. transportation operational strategies.

Project Timeframe: The project completion date is June 30, 2027.

Insurance Requirements: Contracts must maintain insurance coverage meeting or exceeding the following minimums and provide certificates upon request (see sample contract attachment).
