NOTICE OF PIPELINE APPLICATION

NOTICE OF PIPELINE APPLICATION

The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that on June 29, 2026, Cook Inlet Energy, LLC (CIE) and APA Alaska LLC (Apache) (collectively, Applicants) jointly filed an application seeking approval to transfer CIE's ownership interest in Nutaaq Pipeline, LLC (Nutaaq) to Apache. The Applicants filed a motion for expedited consideration for the application by October 30, 2026. Docket P-26-010 was opened to address this matter.

Nutaaq holds Certificate of Public Convenience and Necessity (Certificate) No. 524, for the transportation of crude oil on the Badami Oil Pipeline, and Certificate No. 525 for the transportation of gas and products on the Badami Gas Pipeline. If the transfer application is approved, Apache will become the sole owner of Savant Alaska, LLC, which in turn wholly owns Nutaaq.

In conjunction with the application, Apache filed a motion for waiver of the requirement in 3 AAC 48.625(a)(7)(B) to provide its audited financial statements for the two most recent fiscal years preceding the date of the application. Interested persons may file a response to the waiver request with the Commission by the end of the comment period.

The Commission has not yet assessed the completeness of the application and ruled on the waiver request. The Commission will rule on the request for waiver and determine whether the application is complete by August 21, 2026.
