Mayor Owens Appoints Vincent Scipione to Chief Information Officer

Syracuse Mayor Sharon F. Owens announced the appointment of Vincent Scipione as Chief Information Officer of the City of Syracuse. As the City's inaugural CIO, Scipione joins Mayor Owens' leadership team as the organization's top technology advocate and advisor, with direct oversight of the Office of Digital Services and the Bureau of Information Technology. He is responsible for guiding the alignment of the City's technology strategy with its organizational objectives and ensuring that the City's workforce and digital infrastructure are able to meet the needs of a growing city. He will work with and across all City departments and identify external partners and technology vendors to promote improved stakeholder engagement and constituent service.

"Vinny has worked to drive digital innovation in City services forward during his time at the City. His ability to work with diverse sets of stakeholders makes him uniquely qualified to spearhead the City's digital operations as our first Chief Information Officer," said Mayor Owens. "He has proven that he is dedicated to finding strategic solutions that increase digital accessibility, and I believe that he will continue to forge pathways for technological advancements that will allow us to better serve our communities."

Scipione has served as the City's Director of Digital Services since 2024, where he led and implemented the City's digital transformation strategy, working to modernize the City's digital systems and leverage technology to improve City services. In this role, he collaborated with partners across City government, including the Common Council and department heads, to ensure that the City's digital priorities and initiatives were aligned with constituent needs. He also worked to ensure that City employees are equipped with the digital tools and solutions they need to effectively serve the City. Much of this work will carry on to his role as Chief Information Officer as he works to deploy a strategy that integrates the City's digital, technology, and data management teams into a robust digital operation.

Prior to serving as Director of Digital Services, Scipione served as the City's Smart City Manager, where he led the implementation of digital equity plans, including the Community Broadband Program, to address the digital divide in Syracuse. Under his management, the City launched Surge Link™, a program that provides affordable high-speed internet access to households across Syracuse. Scipione's work contributed to the City's status as Digital Inclusion Trailblazer by the National Digital Inclusion Alliance for increasing residents' accessibility to high-speed internet, devices, and digital skills training.

Scipione holds a Bachelor of Science in Information Management & Technology, a Master of Science in Information Management, and a Certificate of Advanced Study in Data Science from Syracuse University. He is an adjunct professor at Syracuse University's iSchool, where he lectures on the strategic applications of information technology within organizations and institutions. He is a graduate of FOCUS Greater Syracuse's Citizens Academy and serves as a member of Syracuse University's Generation Orange Leadership Council.
