Spokane City Council to Consider New Camping and Obstruction Ordinance

The Spokane City Council will vote on the "Safe and Accessible Spaces" ordinance during the 6 p.m. Legislative Session on Monday, October 27, 2025. The ordinance was briefed on and discussed at Monday's Public Safety and Community Health Committee meeting. During the agenda review, Council suspended the rules to include the ordinance on tonight's agenda.

The ordinance would give Spokane Police Department (SPD) officers discretion to offer services to willing suspects and/or cite violators, with increasing consequences for repeat offenders. Camping and obstruction on all public property, including the right-of-way and entrances/exits to private property, would be illegal under this legislation.
