Good afternoon, colleagues.
Before we get down to the agenda, let me say a few words about the decision we have adopted in the sphere of public transport.
Upon the president's instructions, the Government has approved the concept for developing commuter rail passenger transportation through 2035.
Millions of our fellow citizens rely on electric commuter trains for daily short-distance travel. For many, they provide a fast and affordable way to reach workplaces, educational institutions, healthcare facilities, recreational areas, and nearby cities. It is therefore essential to ensure the timely modernisation of infrastructure and rolling stock.
In order to achieve these objectives, we are introducing unified, system-wide approaches to guide regional development. Within the next five years, all Russian regions will transition to a long-term planning model. This will involve signing contracts with carriers for periods of three years or more.
These contracts will be based on existing fare structures, schedules, passenger demand, and other key factors shaping the investment model for commuter rail services. This approach will enable specialised companies to invest more actively in modern rolling stock, while providing domestic manufacturers with stable and predictable orders.
Another important priority is digitalisation and the adoption of innovative technologies. This includes expanding access to electronic ticketing, helping passengers avoid queues at ticket offices and terminals.
Of course, it is essential to ensure the integration of all modes of transport into a unified system that is as convenient and user-friendly as possible.
Now to another decision aimed at strengthening the country's industrial sector.
The president has identified the development of small and medium-sized towns, rural areas, new regions, as well as the Far East and the Arctic, as key priorities.
In order to further support major industrial projects in these strategically important territories, the Government has introduced special coefficients for federal subsidies. In particular, a 10 percent increase will apply to local electronics manufacturers.
This measure primarily concerns co-financing initiatives for the creation and modernisation of industrial and technology parks, including high-tech facilities. Overall, more than 180 billion roubles have been allocated in the federal budget for these purposes over the next three years.
Such measures will promote balanced regional development while addressing key challenges related to achieving technological sovereignty.
Now, to today's agenda.
Today we will address additional support for the westernmost region of the country: the Kaliningrad Region. In order to implement the objectives set by the head of state to create a comfortable and safe living environment, approximately 1.5 billion roubles will be allocated for advance co-financing of the renovation of a road bridge across the Pregolya River and its access routes.
These funds will accelerate work on this critical infrastructure project, ease logistical pressure in the regional capital, Kaliningrad, improve transport accessibility for residents and visitors, and enhance the region's economic and tourism potential.
