The Kern County Board of Supervisors met today as scheduled for Tuesday's February 24, 2026, Board Meeting. Supervisor Chris Parlier (District 2), Supervisor Jeff Flores (District 3), Supervisor David Couch (District 4), and Supervisor Leticia Perez (District 5) were in attendance. Item No. 1 AM session:
The Board proclaimed March 2026 as Social Work Appreciation Month in Kern County.

Item No. 2 AM session:
The Board proclaimed February 2026 as Grand Jury Awareness Month in Kern County.

Item No. 17 AM session:
The Board approved the Acceptance of Award with California Department of Public Health for the California Sexually Transmitted Infection Prevention and Collaboration
Program, from July 1, 2026 through June 30, 2031, in a total amount not to
exceed $3,389,550.
Item No. 8 PM session:
The Board set a public hearing for Tuesday, April 28, 2026, at 2:00 p.m., to consider a rate increase and a proposed ordinance establishing an assessment for streetlight services in County Service Area No. 4, in northwest Bakersfield. The service area includes Northwest Ranchos, generally described as an area within Western Rosedale of the unincorporated County of Kern, generally bound on the east by Fruitvale Ave., on the west by Jennifer Street, on the south by Lucille Avenue, and on the north by Cherrywood Avenue.
Item No. 12 PM session:
The Board approved the Public Works Department request for Advertisement for Bids for Meadows Field Terminal Loop Road Rehabilitation (BFL), Bakersfield. The Advertisement for Bids will be published in a newspaper of general circulation with the opening date of March 25, 2026, 11:00 a.m. Funding for this project will be provided by a Federal Aviation Administration (FAA) grant.
Item No. 13 PM session:
The Board approved the Public Works Department request for the Advertisement for Bids for Kern Valley Airport runway 17-35 transient parking ramp pavement enhancements (L05), Kernville in a newspaper of general circulation, opening date of, March 25, 2026, at 11:00 a.m. Funding for this project will be provided by a Federal Aviation Administration (FAA) grant.
Item No. 14 PM session:
The Board approved the Public Works Department request for the Advertisement for Bids for Taft Airport Runway 25 and Ramp Pavement Enhancements, Taft. The Advertisement for Bids will be published in a newspaper of general circulation with the opening date of March 25, 2026, 11:00 a.m. Funding for this project will be provided by a Federal Aviation Administration (FAA) grant.
Item No. 17 PM session:
The Board approved the creation of new classification and job specifications for Registrar of Voters position at a salary range of 79.6.
Item No. 20 PM session:
The Board approved an Agreement with Flood Ministries, Inc., to provide Homeless Housing Assistance and Prevention (HHAP5) funds for rural case management to individuals experiencing homelessness in rural areas, from February 24, 2026 through June 30, 2028, in an amount not to exceed $25,000.
Items No. 21-22 PM session:
The Boad approved contributions to various community organizations, including Kern County 999 Foundation, in the amount of $600, to support families of peace officers; Cheers to Charity, in the amount of $4,000, to support an event in Tehachapi benefitting local non-profits in the community; and Tehachapi Valley Recreation and Park District, in the amount of $1,000, to provide recreational activities; North of the River Chamber of Commerce, in the amount of $1,500, to support scholarships; and CHS Choral Parent Club, in the amount of $500, to support Centennial High School Choir students representing Kern County at Carnegie Hall.
Item No. 28 PM session:
The Board voted to table the proposed Ordinance amendment to Title 13-Parks, Recreational Areas, and Public Places, which would make it unlawful for any person to provide access to food, feed, or bait to any wild animals in public parks and County buildings without a County-issued license or permit, and referred the matter for the formation of an ad hoc committee for further review.
