Minister of Foreign Affairs delivers opening remarks at the International Conference on the Global Partnership against Online Scams

On 17 December 2025, H.E. Mr. Sihasak Phuangketkeow, Minister of Foreign Affairs, delivered opening remarks at the International Conference on the Global Partnership against Online Scams (IC-GPOS), co-hosted by Thailand and the United Nations Office on Drugs and Crime (UNODC), held during 17 - 18 December 2025. The Conference was attended by more than 330 participants from 60 countries, 5 international organizations, as well as representatives from civil society and academic sectors.

The Foreign Minister underscored that online scams have evolved into large-scale transnational crime causing significant economic adverse effects and is closely linked to human rights violations, human trafficking, forced labour and other forms of transnational organized crime. Thailand has undertaken concrete actions, including assisting and repatriating victims, confiscating assets linked to online scams, and promoting international cooperation. In this regard, Thailand has recently signed the United Nations Convention against Cybercrime. The Foreign Minister further emphasized the necessity of a concrete, action-oriented approach, focusing on practical implementation and integrated cooperation among all stakeholders to strengthen comprehensive law enforcement, with an ultimate goal of dismantling criminal networks.

The Secretary-General of the United Nations and the United Nations High Commissioner for Human Rights also jointly delivered opening remarks via pre-recorded videos, underscoring the need to collectively address this shared challenge. The Conference aims to enhance global partnerships and coordinated measures to facilitate the sharing of best practices in addressing online scams and preventing online scam-related crimes. It is expected to endorse the Bangkok Joint Statement to reaffirm the collective commitment to combat these crimes.
